2025 Kindergarten registrations opened on Friday, 1 March 2024 at 9:00am
- Please visit www.mornpen.vic.gov.au/kindergarten to complete the on-line registration form.
- ‘On-time’ registrations continue until 11:59pm on Sunday, 21 July 2024.
- All registrations received during this period will be noted as ‘on-time’ (regardless of date of submission).
- ‘Late’ registrations will be accepted from 9:00am on Monday, 22 July 2024.
- There is no cost to register
3 & 4 year old Kindergarten Enrolments Process for 2025
All registrations are managed by the Mornington Peninsula Shire Council for both three-year-old and four-year-old kindergarten: Register online at www.mornpen.vic.gov.au/kindergarten.

Eligibility for 2025
- 4yo Kindergarten – your child must turn 4 by 30 April 2025
- 3yo Kindergarten – your child must turn 3 prior to attendance
Changes to 2025 Kindergarten Priority of Access / Allocation Criteria:
Sibling Priority will now apply to children who have had a sibling attend in either a 3YO or 4YO program at the same service in the preceding 3 years.

The following documentation is to be provided to Kindergartens before all enrolments can be confirmed;
- Immunisation History Statement Immunisation Information (No Jab, No Play)
- Birth Certificate
- Concession Card must be sighted
- Proof of Residency/Ratepayer
FREE KINDER FUNDING
The Victorian Government announced Free Kinder Funding back in 2023 at participating services.
Kunyung Preschool decided to opt-in for our community’s benefit. A 15-hour per week program is available to four-year-old children and a 6-hour program is available to three-year-old children per week. You may only access the free funding from one service at a time.
IMMUNISATION
‘No Jab, No Play’ legislation ensures that children must be fully immunised to attend Kindergarten unless they have a medical exemption.
To have your child’s enrolment confirmed you must provide the Kindergarten with:
- a current Immunisation History Statement from the Australian Immunisation Register (AIR); AND
- the statement must show that the child is up to date with all vaccinations that are due for their age, or that they are able to receive.
Immunisation History Statements are available from the Australian Immunisation Register (AIR) by:
- accessing your MyGov account
- calling AIR on 1800 653 809
- visiting a Medicare or Centrelink office

KFS – KINDERGARTEN FEE SUBSIDY
The kindergarten fee subsidy allows children to access up to 15 hours of kindergarten delivered by a qualified early childhood teacher in the year before school for free or at a low cost.
Your child is eligible for the kindergarten fee subsidy:
- if your child identifies as Aboriginal and/or Torres Strait Islander
- if your child is identified on their birth certificate as being a multiple birth child (triplets or more).
or if your child holds or has a parent or guardian who holds, one of the following:
- a Commonwealth Health Care Card
- a Commonwealth Pensioner Concession Card
- a Department of Veterans Affairs Gold Card or White Card
- Refugee or Asylum Seeker visa (200-204, 786 or 866)
- Bridging visas for any of the above Refugee or Asylum Seeker visas
If your family or child has a humanitarian or refugee visa listed by the Department of Immigration and Border Protection which is not included in the above list, your child may still be eligible for the kindergarten fee subsidy.
The card must be sighted by the Admin Officer on one of the enrolment days. If your circumstances change during the year and you no longer hold a current concession card, or you receive one, you must notify the Admin Officer as soon as possible.
ESK – EARLY START KINDERGARTEN
Early Start Kindergarten gives eligible children 15 hours of free or low-cost kindergarten a week.
Children are eligible for Early Start Kindergarten if;
They are aged 3 by 30 April in the year they will be attending a kindergarten program, and:
- your child is Aboriginal and/or Torres Strait Islander
- your family has had contact with Child Protection or been referred to them by Child FIRST.

If your child has used Early Start, they can get free or low cost four-year-old kindergarten as well.
